The population of Franklin County in 2000 was 9,458 with an economy based primarily on agriculture and petroleum production. LAKE CYPRESS SPRINGS has an annual average temperature of 65 degrees, with the temperature extremes about the same as those in Dallas. The area has an average rainfall of 45 inches per year.

LAKE CYPRESS SPRINGS, built in 1970, is owned and controlled by the Franklin County Water District. Thankfully, LAKE CYPRESS SPRINGS is NOT a Corps of Engineers lake. Instead of the wide-ranging variations in water level commonly associated with Corps lakes, LAKE CYPRESS SPRINGS enjoys a relatively constant water level, generally fluctuating about two feet. Check out the water levels at www.fcwd.com. The Franklin County Water District leases the property around LAKE CYPRESS SPRINGS on a 99 year lease agreement. Lease fees range from $10.00 to $180.00 per lot on an annual basis.  You have the option to renew your lease for an additional 99 years for $200. Homes can be constructed on the waterfront and docks and boathouses can be built to the desires of each lessee. Control of construction and septic systems is maintained by   the Franklin County Water District.

Around LAKE CYPRESS SPRINGS you will find about 43 different subdivisions some with coded security gates. Security is not an issue around LAKE CYPRESS SPRINGS (you can check out the police beat at www.mt-vernon.com . There are approximately 800 waterfront homes on Lake Cypress Springs. The average price of  waterfront homes last year was $350,000. Some of the housing areas have Property Owners Associations (POA's) and collect dues ranging from $15 to $25.00 per month to maintain the roads and common areas.
